Des Moines police release video of Sept. 16 fatal shooting

The video released by Des Moines police was edited for time and to remove graphic images and profanity. Police have not provided access to the raw, unedited footage.

DES MOINES, Iowa — Editor's Note: The below story includes details and descriptions that may be graphic or disturbing to some.

The Des Moines Police Department has released a video of a Sept. 16 shooting that led to the death of 37-year-old Joshua Green.

The video's release comes after both Iowa Attorney General Brenna Bird and Polk County Attorney Kimberly Graham declined to file charges against the officers, saying they were "legally justified" in shooting at Green when he opened fire.

The video released by Des Moines police was edited for time and to remove graphic images and profanity. Police have not provided access to the raw, unedited footage. 

In the video, police stop Green's car, and both vehicles pull into a QuikTrip parking lot. Bird said in her report the traffic stop was initiated due to wrong-way driving and an equipment violation. However, in the video, Green is not shown driving in the wrong direction. 

After briefly stopping in the parking lot, the video shows Green driving away from officers. Police immediately followed him and turned on the car's sirens. 

Moments later, police pulled up behind Green's car, which was disabled due to a broken axel, according to Bird's report. 

In the video, the officers repeatedly yelled at Green to turn the car off. Green did not exit the car and, instead, began revving his engine and rocking back and forth in the vehicle.

"He's still got the car on, I think he's trying to back out," one of the officers said in the video. 

Green opened his car door and officers told him to show his hands. At this time, a second police car arrives, parking on the driver's side of the first police car.

The video shows officers exiting the car and approaching Green as he continues to dislodge his car. At this time, Green's door is open. 

An officer, identified in both Bird and Graham's reports as Ofc. Cade Moritz, told Green he would be tased if he didn't get it out of the car.

Moritz tased Green, and officers immediately approached Green's car. Green appeared to try to block officers from intervening by raising his foot out in front of him. A passenger in the car, Shawna Cunningham, can be heard screaming. 

Moritz and two other officers pulled Green out of the car and Green landed on the ground. Green quickly produced a gun and began shooting at officers. 

Here, the video goes still and then black, as police say they edited the video to remove graphic images. The audio remains intact, and a large amount of gunfire can be heard during the video.

Moritz was shot in the head, while Ofc. Jacob Boekhoff was struck in the arm, according to Bird and Graham's reviews. Boekhoff, along with Capt. Chad Steffan and Ofc. Frankie Contreras, began shooting at Green in response.

When the video comes back on, officers can be heard telling Green not to move or reach for the gun again. Police escorted Cunningham out of the car. 

The video cuts to an officer giving Green CPR as he lies on the ground. Green later died at a hospital. 

The officers involved in the shooting remain on paid administrative assignment. The injured officers, Moritz and Boekhoff, continue to recover.

Cunningham was indicted by a federal grand jury for her connection to the shooting. She is charged with possession of a firearm after admitting to methamphetamine use, along with aiding and abetting the possession and disposal of a firearm to Green, who was a convicted felon.
