Des Moines City Council decides how to fill vacant at-large seat

Five constituents spoke in support of calling a special election, asking councilmembers to "let voters decide" rather than simply appointing a replacement.

DES MOINES, Iowa — The Des Moines City Council voted Monday to hold a special election to fill the vacant at-large councilmember seat in the coming months.  

Five constituents spoke in support of calling a special election, calling on councilmembers to "let voters decide" rather than simply appointing a replacement. 

"We should be able to elect someone who represents the entire city for two years," said Ward 1 resident John Noble. "It is a shame that alternatives are even being considered when there are much bigger issues in this city right now."  

The vacancy comes as Mayor Connie Boesen was recently sworn in as the city's first female mayor after serving as an at-large representative for several years.

"[An] at-large city councilmember represents all residents in the city, and so all who are eligible to vote should have a voice in choosing who will represent them," said Ward 3 resident Peggy Fitch. "A special election would allow for the inclusion of all of the diverse perspectives and needs of those who live in the city of Des Moines. A special election also demonstrates respect for democracy and greater transparency on the part of the council, which would contribute to Des Moines residents greater trust in city government."

The city initially planned to make the decision on filling the vacancy at its Feb. 5 meeting, according to the agenda. However, Ward 4 representative Joe Gatto motioned to call for the special election Monday night, saying, "There's no reason to drag this thing on two more weeks."

Ward 1 representative Josh Mandelbaum expressed concern over the timeline, saying that while he supported a special election, he wanted to ensure the process was transparent. 

"I want to make sure the public has the opportunity to know and much notice as possible," Mandelbaum said.  

Ultimately, all six members of the council voted in favor of Gatto's motion. The county auditor will now decide the date of the special election. City attorney Jeffrey Lester told councilmembers the auditor will schedule the election "not less than 32 days after being notified by council", likely on a Tuesday in March.
